摘　　要：加强社会主义法治建设,关键要建立体现社会主义核心价值观、符合社会主义法治行为规范的行政价值体系,这对提高政府绩效治理水平有重要意义。通过政府绩效治理与行政价值逻辑关系的分析,提出政府绩效治理包括绩效治理理念、绩效治理结构和绩效治理过程三个部分;行政价值是绩效治理理念的重要构成,是公务员提高政治素质和依法行政的准则。据此,提出建立主体多元化的考核标准和治理体系、完善行政价值制度保障等对策建议。To Strengthen the role of law in a socialist country, the key is to establish the rule of law in line with the behavior of the socialist norms, reflect the socialist core value system of administration, it is significant for shaping the image of building a honesty and efficiency government, and improve the levels of government performance management, through the government performance governance to analysis the framework of administrative value, we find that the government performance management is a complex process ; it is include the idea, the structure and the process of the government performance governance. As an important part of the idea of government performance governance, administrative value is also the standard value of administrative ethic ; the foundation of administrative value is the core content of culture system in administrative culture. ; it is the specification of administrative behavior, as well as the important guideline with the civil servants self - improve and also the foundation with civil servants＇administration by law. This paper based on the existing problems with the framework of government performance governance to rebuild the method of government administrative value. To build diversified and three - dimensional criteria of assessment and governance system, to construction the administrative value protection system to boycott the corruption, and to create a good administrative culture atmosphere, etc.
