摘 要:基于国家统计局提供的第三次全国经济普查数据,运用DEA基本模型和超效率模型,对我国31个省市规模以上工业企业自主创新效率进行评价.结果显示:我国工业企业自主创新效率并不理想,区域差异较大.北京、上海、浙江、安徽、湖南、广东、海南、重庆、贵州、西藏10个省市的综合效率为DEA有效,综合效率平均水平只有0.80;除上述10个DEA综合有效的省市外,吉林、江苏、山东3个省市规模以上工业企业纯技术效率为1,即为DEA弱有效;21个综合无效的省市R&D活动均存在不同程度的规模无效,其中约48%的省市在人力和财力方面存在投入冗余问题,约88%的省市存在产出不足的问题.According to the data provided by the National Bureau of Statistics, we used basic and super efficiency DEA model, to evaluate the efficiency of independent innovation of industrial enterprises in 31 provinces and cities in China. The results show that the efficiency of industrial enterprises in our country are not satisfactory, and the regional differences are relatively large. First of all, 10 provinces such as Beijing and Shanghai, were DEA effective, and the average of the overall efficiency was only 0.80; Secondly, except for the above 10 provinces and cities, pure technical efficiency of Jilin, Jiangsu and Shandong were weak, DEA effective: Thirdly, the scale efficiency of the 21 inefficient provinces and cities in the R&D activities were inefficient at different degrees, of which about 48% of the provinces and cities exist the human and financial investment redundancy, and about 88% of the provinces and cities exist the problem of insufficient output.
