创新型产业集群的形成机理及政府作用探析

摘　　要：本文介绍了创新型产业集群的内涵及其基本特征,在此基础上,借鉴自主创新与产业集群互动关系理论,探讨了创新型产业集群的形成机理,剖析了政府在创新型产业集群形成与发展中所起的作用,提出了在发展创新型产业集群中有效发挥政府作用的若干策略与措施:强化发展创新型产业集群的理念;制定科学的产业集群发展规划;构建完善的社会服务体系和技术创新服务体系;引导企业建设创新型文化;加强社会中介组织的建设;建立多元投融资体制以及重视人力资源的开发和引进等。This paper expounds the connotation, influencing factors and essential characteristics of Innovative Industrial Clusters （ IIC）, analyzes the role of the government in IIC＇ S formation and development based on the theory of interactive relations between self-dependent innovation and industrial clusters and the formation mechanism of the latter, and puts forward some effective strategies and measures for the government to exert its function in IIC＇ s development ： to intensify the concept of IIC, to formulate scientific development plan for industrial clusters, to establish a perfect social service system and a technological innovation service system, to guide enterprises to build innovative culture, to strengthen the construction of social intermediary organizations, to estab- lish a diversified investment and financing system and to value the development and introduction of human resources.
