摘　　要：在分析国土资源管理信息系统功能开发要求及特点的基础上,提出了基于插件式GIS的国土资源管理信息系统开发方案。介绍了插件式技术的概念、原理及实现过程,并采用组件对象模型的思想以插件的形式构建了更粗粒度的组件,在此基础上设计了国土资源管理信息系统的功能框架,最后采用C#语言和ArcEngine组件进行开发与实现。Based on the analysis of land and resources management information system development requirements and functional characteristics, this paper proposed a land and resources management information system development program based on Plug-in GIS. The paper introduced the concept of plug-in technology, the principle and implementation process and the idea of using the component object model in the form of plug-in components to build the more coarsegrained. And then, the paper designed the functional framework of land and resources management information system. Finally, this paper adopted C# language and Arc Engine component to develop and implement this system.
