基于生态产业链的库布其沙漠沙产业集群发展模式研究

摘　　要：库布其沙漠以广阔的草原和多变的自然环境条件,成为我国干旱、半干旱地区中最具典型性和代表性的地区之一,作为中国北方重要的生态安全屏障,作为黄河泥沙和沙尘暴的主要沙源地,影响着中国北方和内蒙古生态、经济和社会发展;经过40多年各方面的努力,库布其沙漠治理取得巨大成绩,形成以沙产业带动规模治沙的"库布其模式"。库布其沙漠沙产业发展规模大,发展状况好,初步形成了沙产业体系。但沙产业链条短,联结机制不健全,产业化程度低,产业集群区较少。在对库布其沙产业及生态产业链分析基础上,提出建立沙产业集群的三种模式。对推进沙产业由专业化集聚向产业链集聚发展,降低交易成本,实现规模经济和沙漠稀缺资源循环利用,降低沙产业对生态环境的负面影响,提高沙区企业竞争力具有重要指导意义。Kubuqi desert is one of the most typical and representative regions in the dry and the semi--arid areas with its characters of vast grasslands and varied natural environment conditions. As an important ecological security barrier and a main sand source of sandstorm and Yellow River sediment, Kubuqi desert affects the ecological, economic and social was formed in sand industry leading scale. Kubuqi desert sand industry develops wonderfully devel- opment of the northern China and Inner Mongolia. After more than 40 years hard works, great achievements of desert control were made in Kubuqi desert and moreover＂Kubuqi model＂in its large scale and initially forms sand industtry system. However, there are also four disadvantages Of sand industry system： 1, Sand industry chain is short; 2, the coupling mechanism is not sound; 3, The degree of industrialization is low; and 4,Industrial clusters are less. Based on Kubuqi sand industry and ecological industry chain analysis, three sand industry clusters patterns are proposed in this paper. Firstly, it accelerates sand industry change from specialization to industrial agglomeration. Secondly, it saves transaction costs and also achieves economies of scale and desert scarce resource recycling. Thirdly, it reduces the sand industry negative effects on the ecological environment and finally the competitiveness of companies are enhanced in sand area.
