摘　　要：减少交通运输行业碳排放是全球范围内的一项艰苦任务。我国交通运输行业低碳发展形势严峻,本文提出要以国家社会经济发展战略为契机,推进整个行业低碳发展的建议。一方面强化低碳的硬件基础设施建设,构建低碳节能的综合交通运输体系,另一方面,提升交通运输行业低碳发展的软实力建设,特别是提高行业低碳发展的科技支撑能力。此外,本文还提出提升交通运输行业应对气候变化的适应能力建设的建议。Reducing carbon emissions from transportation is a difficult task in the world. The development of low carbon in China＇s transport is grim. To take the national social and economic development strategy as an opportunity, this paper puts forward suggestions for promoting the development of low-carbon development in transport： on the one hand, to strengthen the construction of the hardware infrastructure and to build a comprehensive transportation system with low carbon and energy saving, on the other hand, to enhance the soft power construction of low carbon development in transport, in particular, to improve the ability of low-carbon development of science and technology support capacity. In addition, this paper also proposes the suggestion for improving the adaptation ability of transport to address climate change.
