摘　　要：目前我国安全技术防范产品管理实行工业产品生产许可证制度、安全认证制度和生产登记制度,但仍存在定位不准、多头管理、缺乏法律支撑等问题。应重视立法,使技防产品管理有法可依;推进管理机制从行政审批向产品质量认证转变;建立有效的标准建设机制;保持适度的前置监管;发挥行业组织和中介机构的作用;加快技防产品行业信用体系建设。从公共安全的高度明晰公安机关的监管职责,进一步切实加强技防产品的管理。Currently there are three management systems for security technical protection products, namely industrial products production license, safety certification and production registration. But problems exist abundantly, such as inaccurate positioning, multi-sector management, lack of legal support, and so on. We should take the measures as follows： regulating management according to the law; promoting the transition from the administrative approval to product quality certification; establishing effective standard construction mechanisms; maintaining an appropriate pre-regulation; making industry organizations and intermediary agencies to play active role; accelerating production credit system construction. At the height of the public security, the regulatory responsibilities of public security organs must be clarified to further strengthen the produces management.
