摘　　要：减少和消除贫困,是我国建成小康社会的必然之举,国家对扶贫工作的投入力度不断加大,但是以往粗放式的扶贫并未能帮助贫困人口真正走出困境、实现自我发展。基于对以往工作经验的总结,国家提出了精准扶贫的政策,这种"私人订制"式的扶贫方式,要求做到精准识别、精准帮扶、精准管理与精准考核,大大增加了扶贫工作的难度。在精准扶贫工作中,协商不仅仅是一种制度,更重要的是它是一种方法、手段,为扶贫提供技术支撑,通过发动和参与、对话与沟通、反馈与纠错、原则与变通等多重机制对扶贫对象、扶贫标准、扶贫措施等内容进行具体协商,这无疑为精准扶贫工作的各个环节提供了强而有效的技术支持。将协商与精准扶贫结合起来,以协商为精准扶贫提供良好的运作环境,以精准扶贫促进协商更好地发展,使二者通过合作推进彼此不断完善。Reducing and eliminating the poverty is the only way to build a modern prosperity society.Thoughtheinput of poverty alleviationprojects is increasing in our country,the extensive poverty alleviation couldn＇t help the poor step out of poverty to achieve the self-actualization.Based on the work experience before,our country puts forward the precision for poverty alleviation policy.This kind of ＂private custom＂ of helping the poor requires accurate identification,accurate assist,precise management and accurate assessment,which increases the difficulty of assisting the poor.Negotiation plays an important role in the accurate identification.It is a kind of institution,What＇s more,it is also a kind of method or means to give poverty alleviation project the technological support.It mainly discusses the targets,standards and measures of the poverty alleviation by balancing mobilization and participation,dialogue and communication,feedback and error correction,principle and flexibility.And there is no doubt that it provides strong and effective technological support for every step of the poverty alleviation project.Combine the negotiation with the precision for the poverty alleviation,let the negotiation provide a good operate environment for the precision,and the precision promote a better development of the negotiation,and they can be better according their cooperation.
