摘　　要：总分馆制是构建现代公共文化服务体系、实现图书馆权利的最有效途径。当前,我国总分馆建设取得阶段性成就,同时也面临制约其发展的体制性瓶颈。根据专家观点与业界实践,通过政府主导、管办分离,由总馆实行专业化、一体化管理的集约型、统一型总分馆制模式是未来发展方向。业界应凝聚共识,争取政府支持,寻求立法保障,推行真正意义的总分馆制,促进图书馆权利实现。Central-branch library system is the effective way to construct modern public culture service system and realize library right. At present, construction of central-branch library in China has achieved stage achievements, also has faced institutional bottlenecks which restrict its development. According to expert opinion and industry practice, through government leading and government regulation separating from management, the future development direction is intensive and unified type central-branch library system which main libraries carry out specializedand integrated management. Industry should gather consensus, strive for government support, seek legal protection, implement the real meaning of central-branch library, and promote the realization of library right.
