摘　　要：对水利行业,信息化是机遇又是挑战。大量投入要得到预期效果,现实却不尽人意,客观剖析存在问题,探索业务化的根本出路非常必要。通过提问,对建设及应用过程中的问题反思、正视,变被动为主动。明确问题就在软件上,梳理清楚业务流程,要做业务化的应用软件。行业软件很难做但不是借口,提出的用综合集成平台支撑业务化的主题服务模式就是出路。新技术不是用来炒作的,新技术也要有应用模式,只有把信息技术与水利业务真正融合才能有业务化;业务化服务需要强有力的平台支持,主题服务模式能够做到更为敏捷的开发服务或不需要编程的快速服务;对动态变化能快速适应的服务和针对主题业务能快速响应的服务。有效的主题服务将是目前最新技术集成应用的方向。信息化不是一个项目而是一个过程,落到实处才能真正进步。Water conservancy informatization is both opportunity and challenge in water industry. Mass investment needs to obtain expected results, while the reality is not satisfactory. It is very necessary to explore the fundamental business applications, after objectively analyzing the existing problems. By means of questioning, we rethink and envisage the problems in the processes of construction and application, and change passive to active. The problems lay on the software. We need to develop business application software after sorting out the business process. It is a good way to propose theme service mode using synthesis integrated platform, although software is very hard to develop well. The new technology is not used to sensationalize, which also need application mode. Business application need to be supported by the platform, based on the fusion of information technology and water conservancy business. The theme service mode implements more agile development service and quick service without programming, and to realize quickly adaptive service to the dynamic change and quickly response service to the theme business. Effective theme service will be the direction of the integrated applications of the latest technology. Informatization is not a project but a process, which need a down-to-earth progress.
