海南省海陆一体化的动因及发展路径研究

摘　　要：当前海南省海洋产业发展面临结构不合理、发展水平较低、布局不合理、与生态保护存在矛盾以及管理体制不完善等问题。在"海洋强国"、"21世纪海上丝绸之路"和"国际旅游岛"三大国家战略背景下,海陆一体化成为海南"海洋强省"战略实施的必然选择。海南省海洋产业发展向海陆一体化模式转型具有产业升级、区域发展、生态环境、精神文化等四个方面的动因,其发展路径是一个包括产业联动主体、产业互动纽带、空间结构、可持续发展机制、制度支撑的系统框架。Irrational structure, low-level development, unreasonable layout, contradiction with ecological pro- tection and imperfect management system etc. are the problems that exist in the development of Hainan＇ s marine industry. With the three national strategies of the ＂Marine power＂, ＂the 21st Century Maritime Silk Road＂ and ＂International Tourism Island＂, the sea-land integration will be an inevitable choice for Hainan Province to im- plement the ＂marine province＂ strategy. Industrial upgrading, regional development, ecological environment and spiritual culture are four motivations for the transformation of Hainan＇ s marine industrial development into a mode of sea-land integration. And its development path is a systematic framework including the main body of in- dustrial linkage, link of industrial interaction, spatial structure, mechanism of sustainable development and insti- tutional support.
