江苏新农村建设与农村社会事业发展情况分析

摘　　要：2014年12月召开的中央经济工作会议指出,未来三农工作要在加快转变农业发展方式、加强保障和改善民生工作、扶持贫困人口发展等方面改革创新。江苏省从2006年实施新农村建设以来已有9个年头,吕美晔在《江苏新农村建设与农村社会事业发展情况分析》一文中从行政村和农户家庭的角度出发,对村级层面新农村建设中与农民生活密切相关的基础设施建设发展情况和与农村居民的子女教育、养老医疗等农村社会服务需求进行了分析,结合经济新常态的发展要求,提出了未来新农村建设和农村社会事业发展的方向和主要对策。金高峰在《农业生产与社会化服务:现状、困境与对策》一文中对江苏省农业生产与社会化服务现状进行了分析,发现农户发展家庭农场意愿不强、农民入社比例不高等问题是阻碍江苏农业生产与社会化服务的重要因素。江苏省应综合考虑苏南、苏中、苏北及农业大、中、小户之间的差异,调动广大农户的主观能动性,协调处理好个体、社会组织与政府机构之间的关系,促进农业社会化服务体系的多元健康发展。The state economic conference in December,2014 pointed out that the focus in the rural regions was to speed up the reform and innovation in agricultural development mode,enhancing social security,improving livelihood and aiding and supporting the poor.Now 9years have elapsed since Jiangsu Province initiated the construction of the New Countryside.In'An analysis of Jiangsu new countryside construction and rural development',Lu Meiye,from the angle of villages and households,analyzed the infrastructural development that are indispensable to villagers' life at the village-level and the needs of social services like rural children's education,old age pension and healthcare,and then put forward the orientation and countermea-sures in the future rural construction and development.Jin Gaofen in his'Agriculture and socialized service:status quo,dilemma and countermeasures'analyzed Jiangsu's agriculture and socialized service and found that the reluctance to develop household farms,the low percentage of villagers to join the association etc.were the main obstacle to Jiangsu's agriculture and socialized service.Jiangsu should take into consideration the gap among the southern,middle and northern parts and that among the big,medium and small households,motivate the households' initiatives,coordinate the relationship between individuals,society and government,and promote the healthy development of agricultural socialized service system.
