“城中村”改造中多主体博弈与冲突演进机制研究——以武汉市为例

摘　　要：武汉市先后对168个城中村进行了改造。在改造过程中,地方政府、村委会、村民、开发商、租客之间构成了四对博弈关系,由于各利益主体的角色定位不同,目标各异,引发了多元主体间复杂的冲突。冲突集中表现在操作程序不规范、补偿标准偏低、安置方案不合理等方面。为了应对冲突,武汉市政府从长计议,要求区政府和基层组织明确角色定位和目标,正确履行职责;开发商依法改造和依规补偿,同时,引导村民依法提出合理需求并积极配合城中村改造工程,较好地应对了城中村改造中复杂的矛盾和冲突。Wuhan has reconstructed 168 urban villages one after another.In the process of reconstruction,four pairs of game relationships were formed between the local government,village committee,villagers,developer and tenants.The differences between the role orientations of each interest subjects and objective functions result in complex conflicts between multiple subjects such as the non-standard operating procedure,the low compensation standard,and the unreasonable resettlement,and so on.In order to deal with the conflicts,Wuhan municipal government has had a long-range plan.They require the district government and organizations at the grassroots level to clearly confirm the role orientations,objective functions and perform their duties correctly,and also demand developers reconstruct the urban villages in accordance with the rules and compensate villagers in accordance with the law.Simultaneously,they also guide the villagers to put forward reasonable requirements according to the law and actively cooperate with the urban village reconstruction project.These measures can better deal with the complicated conflicts in urban village reconstruction projects.
