摘　　要：通过文献梳理分析电子政务公民参与的过程,对电子政务背景下公民参与的程度进行研究,阐述电子政务背景下公民参与模型的演进过程,总结了国内外优秀的公民参与及电子政务公民参与模型,基于政府决策构建电子政务公民参与模型并加以阐述。The paper analyzed the process of citizen participation in e-government based on the literature review,studying the level of citizen participation in e-government,describing e-government citizen participation in the evolution of the model,summarizing the excellent citizen participation and e-government citizen participation model at home and abroad.It then built and elaborated a new e-government citizen participation model based on government decision-making.
