摘　　要：文章围绕中央级公益性科研院所基本科研业务费专项的质量管理展开讨论,重点分析了加强基本科研业务费专项质量管理的重要意义,总结了基本科研业务费专项质量管理的特点和存在的共性问题,提出加强顶层设计、建立配套机制、管好关键环节和辅助技术支撑四方面的建议,以期为进一步提高基本科研业务费专项实施质量,提高公益性科研院所基本科研业务费专项管理水平提供参考。The quality management of the basic scientific research funds programs in national nonprofit scientific research institutes were discussed in the paper. The significance of this work was analyzed. Characteristics and the common problems of the quality management of basic scientific research funds programs were summarized. Based on the above discussion, four suggestions were put forward, such as strengthening top-level design, building supporting system, focus on the key points, and giving assistive technology support. These will provide reference for improving the quality management of the basic scientific research funds programs in national nonprofit scientific research institutes.
