摘　　要：中国的农村土地改革是一个动态过程。当前农村土地流转政策的设计是在维持现有农村土地产权制度框架不变的前提下,对家庭联产承包责任制的一种完善和改良。从微观个体层面考察,是通过政策手段,动态分割多维产权内容给不同产权个体,通过市场机制交易,逐步逼近完整私有产权所代表的最大化效率边界;在集体层面考察,是追求效率的同时,坚持集体所有的制度框架,尽量兼顾公平。在回顾、评述近年来学术界涉及农村土地流转的制度背景、影响因素,分析当前农村土地流转模式基础的之上,解读2015年11月2日颁发的《深化农村改革综合性实施方案》有关农村土地制度改革的内容,可以清醒地认识到,落实集体所有权、稳定农户承包权、放活土地经营权,关键是要切实维护农民自主决策的权利。The reform of China＇s rural land is a dynamic process. The present policy of the rural land circulation is a kind of improvement and completion of the household contract responsibility system on the basis of maintaining the present system of rural land property. Reviewing and commenting the academic articles about the background, and influencing factors, analyzing the present pattern of the rural land circulation, and explaining the policy about the reform of rural land system, we can clearly see that in order to implement collective ownership, stabilize the peasants＂ land contract right and be more flexible in land management right, the most important thing is to protect the peasants＂ right of making their own decisions
