摘　　要：企业进行产业转型升级会受到地方政府产业政策的干预。地方政府通过产业政策改变企业的成本或收益,企业参与产业转型升级的行为将会发生改变,产业转型升级的结果也会发生改变。以产业补贴和税收政策来代表产业政策的干预,通过构建模型可以分析在地方各种产业政策的干预下,企业产业转型升级行为的改变以及由此带来产业转型升级的效果。Enterprises engaged in industrial transformation and upgrading are affected by the industrial policy of local government intervention. Local government changes the cost or profits of enterprise by industrial policy,so that the behavior and result of industrial transformation and upgrading accordingly change. This paper uses industrial subsidies and tax policies to represent the industrial policy intervention,analyses different kinds of local industrial policy intervention by constructing the model,the changes of behavior of enterprise industrial transformation and upgrading cause industrial transformation and upgrading accordingly.
