我国矿业城市生态文明发展水平差异性评价研究

摘　　要：结合矿业城市生态文明建设任务,引入生态文明发展模型,构建资源环境承载力、资源节约集约利用、环境质量三个维度指标体系,评价比较东部矿业城市鞍山市、中部矿业城市黄石市、西部矿业城市生态文明发展水平,探索矿业城市生态文明发展规律,并运用排列图法提取影响生态文明发展的关键因子。研究结果表明:(1)国家宏观政策的调整对矿业城市生态文明发展水平影响基本是一致的;(2)典型矿业城市资源环境承载力近两年增速放缓甚至有下降趋势,资源节约集约利用水平均呈较明显的上涨趋势,环境质量呈先下降后上升再平稳发展的趋势;(3)环境质量是影响生态文明发展水平的关键因素,其中地质环境是重中之重。最后,文章提出应从矿业城市生态文明评价指标体系、评价方法以及生态文明建设等方面提升生态文明发展水平的准确测量,并把握调整的方向。Combined with the tasks of ecological civilization construction in mining cities, the ecological civilization development model was introduced, and the ecological civilization evaluation system was built from resource ＆ environment carrying capacity, resource conservation and intensive use and environmental quality to evaluate and compare the civilization development index of Anshan City, Huangshi City, Panzhihua City. Also, the Pareto analysis was used to find the key factors affecting the construction of ecological civilization. The results showed that ：（1）the affection of national macroeconomic policies to ecological civilization development in mining cities is basically the same;（2）in typical mining cities, resource ＆ environment carrying capacity showed a declined trend in recent years, the level of resource conservation and intensive use showed a more pronounced upward trend, and environmental quality keep steady development after fluctuation;（3） environmental quality is the key factor affecting the level of ecological civilization, and the geological environment is a top priority. Finally, we proposed some policy measures from the evaluation index system, evaluation methods and construction of ecological civilization.
