摘　　要：大学章程在西方国家大学发展中发挥重要作用。建设大学章程应该从大学的起源着手,分析大学发展与大学章程的天然联系,继而明晰大学章程是保障学术自由的重要手段。我国要建设大学章程也应以保障大学章程的自由为切入点以期取得改革的成功。University charter has been playing a significant role in the development of the universities in the western countries. If university charter is going to be drawn up in China, what shall be done is to start with the origin of universities and to find out the natural connection between the development of universities and university charter so as to make it clear that university charter is an important means of guaranteeing academic freedom. In order to ensure a successful reform in our country, focus should be placed on the freedom of university charter when being drafted.
