水库移民经济可持续发展研究——以水库移民后期扶持监测评估为例

摘　　要：水库移民的迁移会引起移民居住地的变迁、社会经济状况的变化以及生产关系与产业结构的瓦解和重组。该研究以可持续发展理论为基础,根据南阳市A区和B县水库移民后期扶持政策实施情况监测评估调查结果,分析了水库移民的经济发展过程中存在的不可持续因素,主要是人力资源不足,产业结构不合理,区域发展不平衡,管理机构不健全。据此提出水库移民经济可持续发展架构,加强水库移民人力资源开发,加快区域产业结构调整,建立健全移民管理机构,以促进水库移民经济健康可持续发展。The migration of reservoir resettlement can cause the changes of the immigrants and the social and economic situation,also will lead to the disintegration and reorganization of the relationship and the industrial structure. Based on the theory of sustainable development,aimed at the survey results of the monitoring and assessment of the implementation of the later support policy about reservoir resettlement in A District and B County of Nanyang City,this paper analyzed the existing unsustainable factors in the economic development process,such as the insufficient human resources,the unreasonable industrial structure,unbalanced regional development,onsound management mechanism. Hereby put forward the sustainable development framework of reservoir resettlement,to strengthen the human resources development and reservoir resettlement,accelerated regional industrial structure adjustment,establishing and perfecting the management institution,so as to promote the reservoir resettlement economic health and sustainable development.
