四川基本公共卫生服务项目实施效果的影响研究

摘　　要：目的探索促进基本公共卫生服务均等化指导中心(简称:指导中心)的工作模式对基本公共卫生服务项目实施效果的影响情况。方法通过问卷调查等方式,了解四川省三级指导中心的工作模式,以省级基本公共卫生服务项目绩效考核现场评分代表各地项目的实施效果。通过多元线性回归,分析指导中心工作模式中对项目实施效果的主要影响因素。结果抽取的18个市、42个县均成立了指导中心,市级指导中心对下级开展现场技术指导次数,县级指导中心组织培训的次数、对下级进行现场技术指导的次数和督导检查次数对当地项目实施效果的影响差异有统计学意义(P<0.05)。结论指导中心业务指导工作的运行情况,对当地基本公共卫生服务项目的实施效果起决定性作用,但要切实推进基本公共卫生服务项目,还需要在组织管理、经费保障、具体实施能力等方面努力。Objective To explore the operating mode of the guidance centers for promoting equalization of basic public health services（referred to as the guidance centers）and the influence to the implementation effect.Methods By questionnaire survey,the operating modes and running condition of the guidance centers at all levels in Sichuan were studied,and the scores of performance appraisal at the provincial level on behalf of the effect of the basic public health service were adopted to evaluate the implementation effect.By multiple linear regression model,the different operating modes affecting the implementation effect were analyzed.Results The 42 counties and18cities embodied in this study were all established guidance center.The factors affecting the effect of the implementation of the local program included guidance number carried out by the supervision authorities,the number of training organized by county-level guidance,the number of site instruction and inspection by the supervising authorities（all P〈0.05）.Conclusion The running condition of the guidance centers play a decisive role for the effect of basic public health service,and more efforts should be done in the organization and management,funds safeguard and the specific implementation ability,etc.
