摘　　要：梳理了建设试验示范区的理论基础,阐述了建设集体林业综合试验示范区在推进农村林业治理体系和治理能力现代化建设中的积极作用,探讨了新形势下集体林业综合试验示范区应探索的改革任务,有针对性地提出了稳妥推进集体林业综合改革试验示范区工作建议措施,包括明确顶层设计与基层创造相结合的工作思路;做好重点突破与全面推进相结合的总体安排;形成阶段把握与全程谋划相结合的工作节奏;实现上下联动的工作模式;注意改革与发展两手都要硬的工作基调;坚持封闭运行与审慎宣传相结合的工作格局。Clarify the theoretical basis of constructing the experimental demonstration zone, this paper expounds the construction of collective forestry comprehensive experiment demonstration area the positive role in promoting the modernization of rural forestry management system and management ability, under the new situation the reform of the collective forestry comprehensive experiment demonstration zone should explore task is discussed, puts forward the safety demonstration area suggestion to promote the reform of collective forestry comprehensive test measures,including clear top design combined with a base to create work; Make breakthroughs in key areas and comprehensively promote combination of overall arrangement; Formation stage and the whole plan of combining the working rhythm; Realize the operation mode of the upper and lower linkage; Pay attention to the reform and development of both hands to hard working tone; Adhere to the closed operation combined with prudent propaganda work pattern.
