摘 要:阐述铁路运输价格形成机制的特点,提出在物流市场竞争日趋激烈的情况下,铁路应深化运输价格改革,尽快建立以市场定价为主、国家宏观调控为辅的运价形成机制,通过理顺铁路与公路、航空、水路运输方式的比价关系,促进铁路运价水平和结构的合理化。从政府定价政策和铁路运价浮动机制2个方面分析我国铁路运价形成机制的政策动因,以太原铁路局快运列车运价测算和制定为例,探讨建立以市场为导向的铁路快运列车运价形成机制,通过实现与市场对接的快运计价体系,不断增强铁路的运输市场竞争能力。This paper expounds characteristics of the tariff forming mechanism of railway transportation, and puts forward that under fierce competition of logistic market, the tariff reform should be deepened in railways, the tariff forming mechanism which taking market pricing as dominant and national macro-economic control as a supplement should be established as soon as possible, the rationalization of railway tariff level and structure should be promoted by straightening out the price relations between railway and highway, aviation or water transport mode. The paper also analyzes the police efficient cause of railway tariff forming mechanism in China from 2 aspects including government pricing policy and floating mechanism of railway tariff. Taking the calculation and establishment of express train tariff in Taiyuan Railway Administration as an example, the paper discusses that establishing the market-oriented tariff forming mechanism of railway express trains, and continuously strengthening competitiveness of railway transport market through realizing the pricing system of express connecting with market.
