摘　　要：创新、协调、绿色、开放、共享理念的提出,是由它们在"十三五"时期乃至整个新常态下在我国经济社会发展中的重要性、紧迫性和其前瞻性所决定的。以"包容性绿色发展"这一具体概念总括五大发展理念,符合概念演进的历史的、现实的和逻辑的要求:一方面五大基本理念最集中地承袭和反映出包容性发展理念最主要的几个方面内涵,同时也凸显出我们党直面我国资源环境刚性约束而对适应世界绿色发展潮流的殷殷期许。Innovation, coordination, green, open, put forward the idea of sharing, by their under ＂Thirteen Five＂ period as a whole the importance of the new normal in China＇s economic and social development, the urgency and its forward-looking decision. In this particular concept of ＂inclusive green development＂ umbrella five development concept, in line with the historical evolution of the concept, realistic and logical requirements： on the one hand the five basic idea inherited most concentrated and reflects the concept of inclusive development of several major aspect of the content, but also highlights our party to face the rigid constraints of resources and the environment and to adapt to the world development trend of green earnest expectations.
