摘  要:"一带一路"建设与其说是我国发展需要与战略利益的基本表达,还不如说是国际发展合作的新范式,与主要由多边贸易体制代表的国际发展合作传统范式形成鲜明对比。国际发展合作传统范式以萌生于国联时代的"发展科学"为其理论支柱,它有深刻的缺陷,主要表现为奉行"自由贸易本位""实力导向"和"市场交易"逻辑,因而无法催生自由、平等和公正的国际贸易,最终制造的不是各国共同发展而是发展分化,尤其是南北分化。"一带一路"建设以找回前资本主义时代国际发展合作模式的内在精神作为起点,它寻求从基本理念和制度设计等方面突破资本主义时代所创建的传统国际发展合作范式,以实现它设定的各国间优势互补、互利共赢和共同发展的目标。One Belt and One Road construction is a new paradigm of international development cooperation,rather than a fundamental expression of China's development demands and strategic interest,which stands in contrast to traditional paradigm of international development cooperation underpinned by the Multilateral Trade System.The traditional paradigm of development cooperation is based theoretically on the Science of Development emerging in the League of Nations' era.This paradigm has serious flaws,which include committing to free trade-based,power-oriented and market trading logics,failing to produce free,equal and just international trade,and thereby resulting in greater disparity of development among different countries,especially between the North and the South rather than common development.The Belt and Road Initiative inherits from the inner spirit of the mode of international development cooperation in the Pre-capitalism's era,which seeks to update the basic ideas and institutional design of the traditional paradigm of international development cooperation erected in the Capitalism's era,and aims at complementary advantages,mutual benefit,win-win cooperation,and common development.
