摘　　要：新建本科院校转型建设应用型大学,必然要求实现组织转型,然而应用型大学至今还与发展中的高等教育新类型存在诸多理论逻辑上的困惑与实践逻辑上的困境,转型的当下困境本质上是制度的困境。通过借鉴国内外成功的经验,选择适宜的模式和路径,以制度体系的系统设计来支持和保障其实现转型发展。Organizational transformation is the primary task for local universities to transform into application-oriented university; however, the notion of application-oriented university is a new education mode at a stage of forming and developing, there are still many theoretical and practical obstacles for it, and the nature of these obstacles is institutional. This paper tries to design an appropriate system to support and realize the transformation and development of local universities through drawing lessons from both domestic and overseas experiences.
