中国全球基金艾滋病项目对MSM社区组织发展的影响

摘　　要：目的了解中国全球基金艾滋病项目对男男性行为人群(men who have sex with men,MSM)社区组织发展的影响,为今后MSM社区组织更好地参与艾滋病防控工作提供科学依据。方法通过对既往相关文件、项目书、计划书和项目总结进行归纳和分析。结果中国全球基金在中国共实施了十年,获得的艾滋病项目经费为3.24亿美金。全球基金艾滋病项目支持MSM社区组织的领域包括能力建设、行为干预、感染者关怀、科学研究和教材开发等。其中,第五轮全球基金艾滋病项目(global fund AIDS program round 5,GF5)支持了80个MSM社区组织,第六轮全球基金艾滋病项目(global fund AIDS program round 6,GF6)支持了159个MSM社区组织。中国全球基金艾滋病整合项目(China global fund AIDS program rolling continuation channel,RCC)在2010-2011年度和2012-2013年度分别支持了295和265个MSM社区组织,支持经费分别为848万元和2 460万元人民币。由于有了全球基金项目的支持,MSM社区组织参与艾滋病的模式从开始的自主模式发展到后来的主动模式。结论中国全球基金艾滋病项目推动了我国MSM社区组织在艾滋病防制领域中的发展,MSM社区组织是今后MSM人群艾滋病防制工作中不可或缺的力量。Objective To understand the influence of China Global Fund AIDS Program on the development of men who have sex with men（ MSM） community-based organization（ CBO）,and provide the basis for HIV / AIDS prevention and control in the future. Methods To review,summarize and analyze the documents,proposals,plans,and reports related to China Global Fund AIDS Program. Results China Global Fund AIDS Program was initiated in 2004,with the total funding for HIV / AIDS response as much as 3. 24 hundred million USD. Supported by China Global Fund AIDS Program,MSM CBOs conducted HIV / AIDS prevention and control,including capacity building,high risk behavior intervention,HIV / AIDS care,scientific research,and development of teaching materials among the MSM population. China Global Fund AIDS Program Round 5（ GF5） Round 6（ GF6） supported 80 and 159 MSM CBOs,respectively; 295 and 265 MSM CBOs were awarded support from China Global Fund AIDS Program Rolling Continuation Channel（ RCC） in 2010-2011,and 2012- 2013,respectively. The funding to MSM CBOs from RCC was 848 hundred thousand RMB in 2010-2011,and2 460 hundred thousand RMB in 2012- 2013. The model of MSM CBOs＇ participating in HIV / AIDS prevention and control had changed from the autonomous model to the active mode because of the support of China Global Fund AIDS Program. Conclusions With its development in the field of HIV / AIDS prevention and control promoted by China Global Fund AIDS Program,MSM CBOs in China will become the dominant strength in HIV / AIDS prevention and control among MSM population in the future.
