摘　　要：高校问责制作为管理高等教育的一项重要政策措施,在国外尤其是西方国家已广为应用。在我国,随着高校办学自主权的日益深化,高校办学社会化和市场化程度的不断提高,对高等教育问责已成为必然,我国的高等教育改革已进入"问责时代"。因而,如何正确评价我国的高校问责制,分析其实施过程中面临的困境和存在的问题,指出其可能的发展路径,对于完善我国的高校问责制度、提高高校的办学质量、增强高校的公信力具有重要作用。The university accountability system, as an important policy for the higher education management, has been widely applied in foreign countries, especially in western countries. In China, with the deepening autonomous right of the university schooling and the continuous increasing of university schooling socialization and marketization, university accountability system has been necessary, and the reform of China higher education entered into the era of accountability. Therefore, it is important for the perfect university accountability system and the good schooling quality of universities that Chinese university accountability system is correctly evaluated, and the dilemma and problems existing in carrying out this system are analyzed, and its possible development path is pointed out.
