摘　　要：兼具经济和社会功能的综合农协对促进农村经济社会发展具有积极作用,法律有必要对此种新型农村合作组织加以引导及规范。其在法律性质上属于公益法人,在组织形式上应当引进社会合作社这种独特的形式。此外,在会员、业务范围、资金来源、治理结构,以及盈余分配和剩余财产的处理上均要围绕其宗旨进行相关的法律制度构造。The multi- purpose agricultural associations with both economic and social functions have been put into practice in some rural areas of china,facilitating the economic and social development of these rural areas. It is essential to lead these associations to work better through legislation. It would be a kind of public interest legal entity,and the model of social co- operative can be used as a reference. In addition,the relative legal provisions should be created to meet its purpose,especially the provisions about membership,business scope,capital resource,and governance,distribution of profit,disposition of residual properties.
