摘 要:国内关于府际关系内涵界定主要有三种不同维度,主要分歧体现在府际关系所应涵盖主体范围及府际间脉络关系的侧重。针对府际关系主体范畴,可以从微观、中观和宏观三个层次来加以分析和界定,进而从行政伦理、区域经济及政府职能角度探讨将非政府民间社会纳入府际关系研究视野内的理论及现实意义。在府际关系脉络方面,中国经历了以纵向关系为主到以横向关系为主的发展历程,呈现出十字博弈关系等表现;当前,府际关系脉络进一步嬗变,超越科层制的斜向关系出现,并最终使得府际关系走向复杂网络结构体系。There are three dimensions on the connotation defining of the domestic intergovernment relations, the main divergence lies in its scope of the main body and the emphasis given to intergovernmental relation lineage. We can analyze and define the main body scope of intergovernment relations from micro-view, medium-view and macro-view, furthermore, from perspective of administrative ethics, regional economy and governmental function, discuss the theory and practical significance of integrate studies on non-governmental societies into intergovernmental relations study area. In terms of intergovernmental relations structure, China has witnessed the structure evolution process from a mainly vertical one to horizontal, showing itself in a cross-game relation. At present, surpassing the bureaucracy level, intergovernmental relations further transmutes and becomes diagonal and will ultimately evolve into a complicated network lineage.
