摘 要:老龄产业是老龄社会条件下的支柱性产业和战略性产业,老龄产业已成为日本经济发展的新的增长引擎。日本老龄产业经过1970年代萌芽期、1980年代形成期、1990年代成长期及2000年后的扩张期,产业市场趋于成熟,产业制度体系趋于完善。日本政府在产业发展的不同时期采取差别化战略,通过一系列政策(鼓励民间资本投入老龄产业、培育老龄产业行业组织、规范老龄产业市场秩序、维护老年消费者权益)使老龄产业取得迅猛发展。尤其,老龄本位产业中的护理服务产业、居住产业,关联产业中的老年用具用品产业,衍生产业中的金融产业,成为引领老龄产业发展的重点产业。The industry of aging is the dominant and strategic industry under the condition of aging society, which has become the new growth engine of Japanese economy. After the germination stage in 1970 s, the formation stage in 1980 s, growth period in 1990 s and expansion period in 2000 s, Japanese aging industry market had matured and the industry system has become increasingly complete. Japanese government took out different strategies in different periods and made the aging industry develop rapidly through a series of encouraging policies(encourage the nongovernmental capital to invest in the industry of aging, foster the industrial organization of aging industry, regulate the market order of aging industry, safeguard the elder consumers' rights). The nursing service industry and residential industry in its original industry, old appliance industry in the related field as well as financial industry in its derivative industry had become the key industries that led the development of aging industry.
