摘 要:鼓励和引导社会力量同政府、公共部门等主体参与公共文化服务,可以形成多元主体紧密合作的服务网络,体现了现代文化治理的理念和要求。由于我国尚处于社会转型时期,政府职能转变不到位,公民社会发育还不成熟,社会力量在参与公共文化服务时仍旧会遭遇体制机制、政策法规、技术能力等诸多限制。在治理理论发展的推动下,西方一些发达国家较早开始了关于社会力量参与公共文化服务的研究及实践。我国正在进行现代公共文化服务体系建设,可以借鉴这些较为成熟的国外经验,以文化治理思维推动社会力量参与公共文化服务。Guiding and encouraging social forces,the governments and the public sectors to participate in public cultural services can form a close cooperation service network,which reflects the idea and requirement of modern cultural governance. Because our country is still in the period of social transformation,the change of government function does not reach the designated position,the development of civil society is imperfect,social forces in public cultural services will still encounter many restrictions such as mechanisms and systems,policies and regulations,technical capability,etc. Under the impetus and the development of the governance theory,some western developed countries started earlier the research and practice of participation of social forces in public cultural services. China is currently in modern public cultural service system construction,can draw lessons from the relatively mature foreign experiences,and adopt culture governance concept to prompt social forces to participate in public cultural services.
