摘　　要：留守儿童问题是改革开放后伴随着农民工的出现而产生的一个新问题。解决留守儿童问题,政府尽责是重要支点。当前,政府在解决留守儿童问题中存在着责任缺失,主要表现为制度设计还不完善、财政投入不力、管理服务不到位等。解决留守儿童问题,需要各级政府的强力合作推动,以强化政府责任为支点,建立起以政府为主导的解决留守儿童问题的立体化保障体系。各级政府要稳步推进户籍制度改革,为父母、孩子在城镇共同生活扫除体制障碍;扩大基本公共服务覆盖面,为随迁子女织就"安全网";加快农村社会经济发展,为父母在家乡就业生活提供现实帮助;加强农村教育投入和社会治安管理,为留守儿童提供良好教育条件,撑起安全保护伞。Left-behind children problem is a recent challenge that accompanies the appearance of migrant workers after the reform and open- ing-up. The government fulfilling its responsibility is the basic fulcrum to solve this problem. Governments at all levels must steadily promote the re- form of the household registration system to eliminate all institutional barriers which prevent migrant worker parents and their children from living to- gether in the same town; expand the coverage of basic public service to provide social security for children who migrate with their parents; speed up social and economic development of rural areas and offer practical help for parents enabling them to obtain employment and make a living in their hometown; increase the education input and level up the social security management of rural areas to provide better education conditions and security assurance for left-behind children.
