摘　　要：本文通过梳理丽水市域村落保护政策体系发展的历史脉络,分析保护政策发展路径中的演变特征。通过政策碎化分析来识别村落保护过程中存在的问题与形成机制,分析保护政策集群与相关政策的博弈与对抗、保护资金缺乏等碎化现象,探讨背后存在的基层组织实施偏差、政策体系缺乏统筹、政策工具选择错位、政策评估与监督不足等碎化机制,为后续政策系统的提升与完善提供前瞻性研究。This issue sorts out historical context of the village protection policy system in Lishui and analyzes the characteristics in the policy development path. Based on the policy fragmentation theory, the paper finds out the problems in the protection process,such as conflict of policy and lack of fund,and discuss the formation mechanism issues such as less coordination in policy system, mistaken selection of policy tools and Inadequate assessment of policy implementation, to providing a prospective research for improving policy system.
