摘　　要：比较研究英、美、德、日等发达国家在空间规划立法、规划编制、开发许可以及公众参与中的主要做法,总结经验与教训,结合我国现有的立法、行政与司法体系,提出适合我国基本国情的改革方向。It is a comparative study of the main practices in space planning legislation, planning preparation, development licenses, and public participation in UK, USA, Germany, Japan and other developed countries, in order to get learned lessons, and combined with our country＇s existing legislative, administrative and judicial systems, made reform direction for Chinese basic conditions
