摘　　要：首先在分析目前移动用户行为偏好的基础上,制定了无缝立体网覆盖的总体策略,然后明确了覆盖场景,分析了多种无线接入方式的特点,对比了建设成本,最后通过寻求多方合作的可能性,为后期的无缝立体网覆盖提供了参考。According to the analysis on the behavior preferences of mobile users at present, the general strategy of seamless three-dimensional network coverage was draw up firstly. Then, coverage scenarios were determined, the features of different radio access manners were analyzed and their construction costs were compared. Finally, the possibility of seeking for multi-party cooperation was addressed to provide a reference to seamless three-dimensional network coverage at later stage.
