摘　　要：将通过调研分析识别出的BT项目45个成功因素归纳为五方面,即项目制度的成熟度与完善性、权责风险分担的公平性与合理性、沟通组织管理的有效性、项目社会经济效益的可行性和产品服务技术质量的可靠性。然后采用专家访谈的方法,从政府视角提出针对关键成功因素的管理对策。First,summarizes 45 identified critical successful factors through survey analysis to five aspects for BT projects,such as maturity and integrity of the project regulations,fairness and rationality of the allocation of risk and responsibility,effectiveness of the communication and organization management,feasibility of socio-economic and reliability of the technical quality. Then,uses the expert interview to put forward targeted management strategies for governments to guide the practice.
