江西省财政收入可持续增长研究

摘　　要：根据江西省2011年至2013年的财政收入数据分析,江西省财政收入可持续增长存在收入总量偏小、收入质量不高、可支配财力不足、收入结构不合理等问题。应从经济发展、财权与事权划分和财政体制三方面进行调整,推进全省经济发展,夯实财政收入可持续增长基础;按照财权与事权相匹配原则,进一步理顺省与市县收入划分;扩大县市经济管理权限,进一步完善"省直管县"。Fiscal revenue is the ＂barometer＂of economic development of the country or region,and it＇s also the basis of the government＇s macro regulation and control. In order to achieve the government＇s functions,a country or region must have a certain social product,and the fiscal revenue is the guarantee of financial resources. Under normal circumstances,the amount of income determines the size of fiscal spending,more income to spend more. During fiscal spending,the government must have a fiscal revenue as a prerequisite,so the financial revenue situation and the existing problems of a region need to be clear. Based on the collected data of Jiangxi Province in 2011 to2013,this paper analyzes the present situation of fiscal revenue in Jiangxi Province. There are some problems in the fiscal revenue sustainable growth in Jiangxi province： small amount of total income,the income quality is not high,disposable insufficient financial resources,income structure unreasonable. In order to solve these problems,this paper puts forward relevant suggestions from three aspects： the economic development,the division of rights and powers and the fiscal system.
