摘　　要：广东省梅州市蕉岭县坚持"进度服从质量,时间服从稳定"的原则,扎实推进集体林权制度改革。紧紧围绕"发展、富民、保平安"的工作思路和"推动绿色崛起,实现科学发展,走在建设富庶美丽的幸福新梅州前列"的发展目标,以鼓励农民兴办林业专业合作社、家庭农场、股份合作林场等新型林业经营主体为重点,大力调整林业产业结构,发展林业经济合作组织和森林旅游产业,积极地推动全县林下经济的发展。Jiaoling county, Meizhou prefecture, Guangdong province adhere to the ＂obey the quality, schedule time to stability＂ principle, to advance the collective forest right system reform. Closely around ＂development, weU-being, and smooth and healthy promoting green to rise, and realize the scientific development, upright in building rich beautiful happy new Meizhou ＂the development goals, to encourage the establishment of forestry farmers professional cooperatives, family farms, joint-stock cooperative forest farm, etc. The focus of the new forest management main body, vigorously adjust the structure of forestry industry, the development of forestry economic cooperation organizations and forest tourism industry, actively promote the development of undergrowth county economy.
