摘  要:贵州毕节连续发生的两起留守儿童死亡事件,以沉重的事实质疑了当下留守儿童问题及关爱政策的有效性。运用新的理论工具重新审视问题,建构更有效的政策,是势之所必须。首先,根据芙丽特的寻找"真问题"思路,辨析留守儿童作为"问题"进入政策问题的问题,重新建构儿童留守的政策问题;其次,运用芙丽特的"建设性的矛盾理论"分析留守儿童关爱政策的误区,破解政策的矛盾症结所在,寻求建设性的政策支点;其三,用芙丽特"多赢"的思路,着眼于儿童留守的社会政策的完善,解决儿童发展与经济发展的矛盾,构建"支持家庭"的"融合统一体",从根本上解决儿童留守问题。Two deaths of left- behind children occurred in Bijie of Guizhou,questioned the validity of the problem of left-behind children and the policy of left-behind children care services with heavy facts.It is necessary to use some new theoretical tools to re-examine problems and construct some more effective policies.Firstly,according to Follet's looking for " real problem",the paper analyzes the problem of " left- behind children" as a problem,enters into policy agenda,and re-constructs the policy issue of left- behind children;Secondly,the paper analyzes the mistakes of the policy of left- behind children care services by means of Follet's "constructive conflict theory" in order to decipher the policy contradiction and seek the pivot of constructive policy;Thirdly,by Follet's "constructive conflict theory" the paper focuses on perfecting the social policy on children's leaving behind,solves the contradiction between children's development and economic development,and constructs an entity of amalgamation to support their families to tackle the problem of childrens leaving- behind thoroughly.
