摘　　要：贯彻落实基础养老金全国统筹方案需要完美的制度设计和有效的政策执行。统筹层次提升中政策执行风险的增加不但会加重中央政府的财政负担,也给养老保险制度带来更多的风险与挑战。构建养老金收支平衡模型,探讨地方政府政策执行风险及其成因,完善体制建设、引入利益驱动和加强监管对于控制地方政府政策执行风险,保障全国统筹实施效果具有重要意义。The realization of national pooling of basic pension needs not only perfect system design but also more effective imple- mentation of policies. The risk of policy execution produced in course of raising the pooling level will not only increase the burden of the central government but also bring more risks and challenges to the pension. So it is very important to control the risk for preserving the effect of national pooling. On the basis of building the pension balance model we analyze the risk of policy execution and put forward some corresponding solutions such as perfecting the system construction, introducing the interest-driven and strengthening the regulation.
