摘　　要：发展绿色经济是转变海峡西岸经济区经济发展方式的必然选择,是生态文明建设的重要支撑。发展绿色经济给海西带来机遇的同时,也可能会带来区域短期竞争力下降、绿色产业安全威胁、绿色市场秩序混乱、能源安全挑战、社会不稳定等经济安全隐患。鉴于此,海西各级政府需要加强合作,建立起完善的绿色经济安全体系,通过确立绿色发展战略规划、加强财税政策对绿色产业的支持、建立绿色创新保护和鼓励机制、健全绿色市场法规制度、完善职业服务体系和社会保障体系等措施,保障海西绿色经济安全,实现海西可持续发展。Development of green economy is the inevitable choice that the western strait economic zone transforms the mode of economic development, and it is also an important support for the construction of ecological civilization. Developing green economy brings to the western strait economic zone opportunities, at the same time, also may lead to short - term competi- tive declines, green industry security threats, green market order confusion, energy security challenges, social instability and other economic security risk. In view of this, the gnvernment of western strait economic zone needs to strengthen coop- eration and establish a perfect green economic security system by planning green development strategy, strengthening the fiscal and taxation policies to support green industry and green innovation, protecting and encouraging green deveh,pment mechanism, perfecting the laws and regulations system of green market, improving the professional service system and the social security system and other measures to ensure the safety of green economy, and realize sustainable development of western strait economic zone.
