小区出新的尴尬——南京市一项社会工程的分析

摘　　要：社会工程是人类设计的、改造社会的重要方式,它被政府广泛地运用到改造社会关系的各种活动当中。只有在实施阶段,社会工程在设计与实施中存在的各种问题才能逐渐显现出来。本文以南京市小区出新社会工程为研究对象,分析在小区出新实施过程中出现的小区差异性与方案设计、实施之间的矛盾,执行目标与设计目标之间的矛盾,小区发育的缓慢性与工程设计的急剧性变革之间的矛盾,现代物业管理机制运行与小区资源供给之间的矛盾。设计、实施关于改造人类社会行为与社会关系的社会工程是一个复杂的过程,需要在实践过程中不断进行调整。As an important means to design and reform the society, social engineering has been applied extensively by the governments in various activities intended to reform the social relations. It however is not until its implementation that various problems with the design and implementation of social engineering will become evident. Taking an old residence reform program of Nanjing as an example, this paper probes into the conflicts emerging in the implementation of this program, including those between diversity of residence, scheme design and implementation, between the execution and design of targets, between the slow development of residence and the drastic transformation of engineering design, as well as between modern property management system and residential supplies. The design and implementation of social engineering aiming to modify social behavior and social relations involve complex processes, requiring ongoing adjustment in practice.
