基于支付能力视角的省域普通高校学费调整研究——以河南省为例

摘　　要：调查结果表明,1999—2011年间,河南省和全国的城乡居民户均可支配收入、普通高校年度生均学杂费均持续增长,但河南省和全国的普通高校生均学杂费占同期各自城乡居民户均可支配收入的比重在持续下降(少数年份除外),且河南省的年均下降率快于同期全国的下降率。因此,河南省和全国的生均学杂费标准都有一定的提升空间。最后以国际通行的高等学校学费占居民户均可支配收入的20%为标准,测算出2015年河南省普通高等学校年度生均学费收费标准上限。The results of the survey show that during the years from 1999 to 2011 the average disposable income of per household in Henan Province and national urban and rural areas and annual college and university student tuition and fees have continued to grow, but the proportion of Henan Provincial and the national college student tuition and fees accounted for per household disposable income have continued to decline （except for a few years）, and average annual decline rate in Henan province has being higher than that of the nation. Therefore, average student tuition standard in Henan Province and the nation has certain promotion space. In other countries, university tuition accounts for about 20% of household disposable income. With the rate of 20% as a criterion, the paper works out university tuition cap of Henan universities in 2015.
