中日足球管理体制差距审视

摘　　要：为体制改革后中国足球协会科学管理提供理论依据,采用文献资料法、专家访谈法、比较分析法,对中日足球职业化管理体制差异及差距进行分析。研究结果表明:中国足球管理体制与日本相比差距明显,管理效能低下,不能有效发挥足球协会职能作用;差距表现为公平竞争机制并未有效建立。职业足球俱乐部权益保障不力,不能形成公平竞争,足球大环境不好;决策机制不科学。中国足球协会行政管理模式下,管理权限过大,约束力不够,监督机制不健全;体制内外相互协作机制欠缺。中国足球协会与教育部门在青少年足球后备人才培养上目标不统一,难以形成"合力",足球协会内部协调机制不畅,工作效率低;执行力不足。中国足协管理过程中有法不依,有章不循的现象很普遍,规章制度执行不严格等。建议中国足球协会顺应"国际化"潮流,积极借鉴先进管理经验,彻底实施"去行政化"管理模式,发挥足球协会独立法人性质的"社团"功能,转变旧的管理思维观念,摆脱行政干预束缚,健全管理运行机制。To provide a theoretical basis for the scientific management of the reform China Football Association, the football professionalization management system of the difference and gap between China and Japan are ana-lyzed, by the methods of literature material, expert inter- view method, comparative analysis. The results show that management cannot effectively play the functions of foot- ball association because the efficiency is low. Gap for fair competition mechanism is not established effectively. Pro- fessional football clubs lack of rights and interests protec- tion, fair competition could not form, and football environ- ment is bad. Decision-making mechanism is not scientific. The Chinese football association management authority is too large, binding is not enough, supervision mechanism is not sound. System inside and outside cooperation mecha- nism is not existed. The target on juvenile football reserve talent cultivation goal between China football association and the department of education is not unified, difficult to form ＂force＂. The efficiency of soccer association internal coordination mechanism is low, and executive ability is in- sufficient. The process of the Chinese football association management is impotency, rules and regulations were not rigorous, etc. China Football Association need to conform the trend of the internationalization, learn from advanced management experience, fully implemented ＂ de-adminis- tration＂ management model, exert football association inde- pendent legal nature of the community function, change the old management thinking, get rid of the shackles of administrative intervention, improve the management and operation mechanism.
