摘　　要：电力设计企业主要从事电力工程建设产业链中的勘测设计业务,大多数为国有事业单位改制成为国有企业。电力设计行业有一定的市场竞争,但大多数电力设计企业只具备行业优势,而不具备相应的企业竞争优势。我国今后一个时期能源建设将以加大结构调整,推进科技创新,淘汰落后的电力和煤炭生产能力,提高非化石能源的比重为主基调,电力设计企业面临着业务结构调整、转型升级和市场竞争的压力。目前,一些电力设计企业在向工程公司转型的过程中通过投资大型电力建设项目争取工程总承包,在非电业务领域大胆尝试项目融资,取得了可喜的成绩和经验。本文分析了电力设计企业国际项目和国内项目融资案例,对电力设计企业融资现状、融资战略、融资模式和融资风险管理等进行了探讨。Power engineering enterprises are mainly engaged in engineering and survey in power industrial chain, the majority of which have been reformed into state-owned companies from state-owned public institutions. Confronted with competitive power engineering market to certain extent, the majority of power engineering enterprises has advantages in related industry above, but have little enterprise competitiveness. The key tone of Energy development in foreseeable future includes resource structure adjustment, scientific and technical innovation, elimination of outmoded power and coal production capacity, and proportion increase of non-fossil fuels, which means, for power engineering enterprises, competitive stress grows in business structure adjustment, transformation and upgrade, and marketing competition. In the current process of transformation into engineering corporation, some power engineering enterprises have made outstanding achievements by undertake EPC projects through investments into mega power construction, and courageous trial success in projects financing beyond power industry。This article is focused on analysis of domestic and overseas financing cases of power engineering enterprises, and on investigation of current financing situation, financing strategy, financing mode, and financing risk management etc.
