公共图书馆政策执行的问题与对策探析

摘　　要：当前公共图书馆政策执行存在的主要问题有:网络建设政策落实不够,服务网络尚未完全建立;经费保障政策执行不力,有些地方经费还严重欠缺;资源建设政策贯彻不好,文献资源提供与保护不够;服务政策执行力不足,服务能力与效果满意度不高;队伍建设政策变形走样,高素质图书馆人才依然缺乏。促进公共图书馆政策有效执行的对策建议包括:加大网络建设政策执行力度,建立完善的图书馆服务网络;拓宽经费保障政策执行途径,保障图书馆经费的足额到位;健全资源建设政策执行措施,建设丰富的图书馆馆藏资源;提高图书馆服务政策执行力,提供图书馆对象优质的服务;确保队伍建设政策执行到位,培育高素质的图书馆人才。The main problems existing in the current policy implementation of public library included that the policy implementation of network construction was not enough;the service network was not fully established;the policy of fund guarantee was poor,some were lack of funds seriously;the policy implementation of resource construction was regrettable;the provision and protection of literature resource was not sufficient;the policy execution of service was weak;the satisfaction of service capacity and effect was not high;the policy of team construction was out of shape;the high quality librarians were insufficient.The countermeasures to promote the efficient execution of public library policy comprised that enhancing the implementation of network construction policy,establishing a perfect library service network,widening the execution channel of fund guarantee policy,guaranteeing enough library funds,improving the enforcement measures of resource construction policy,building the abundant library collection resource,enhancing the execution of library service policy,providing the excellent service to the library client,ensuring the implementation of team construction policy,cultivating high quality library talents.
