Disguised Multi-contribution of one Manuscript is Worthy of Attention In Science and Technology Periodicals

摘　　要：为进一步明确"一稿多投"的界定,更好地规避"一稿多稿"现象,本文以教育部和科技部先后出台的《高等学校科学技术学术规范指南》、《高校人文社会科学学术规范指南》和《科研活动诚信指南》为依据,结合《热带作物学报》多年的编辑实践,再次对"一稿多稿"现象做了详细的分析,结果发现一些新型变相的"一稿多投"现象,并提出了相应的对策。最后直接指出,造成当今一稿多投等学术腐败的根源主要在于现行的学术评价体制和职称评审制度。To further clarify the definition of multi-contribution,and better avoid this phenomenon.Based on the Directory of Academic Norms for Science and Technology in Universities,the Directory of Academic Norms for Social Science in Universities issued by the Ministry of Education and the Directory of Integrity for Scientific Research issued by the Ministry of Science and Technology,Combined with years of editing practice for Chinese Journal of Tropical Crops,this paper analyzed again in detail the phenomenon of multi-contribution.Some new disguised multi-contributions of one manuscript were found and then putted forward corresponding countermeasures.Finally,This paper pointed out directly that the fundamental reason lies in the current academic evaluation system and the title appraisal system.
