摘　　要：现阶段,研究海关管理目标及其阶段性转化与推进机制,具有重要意义。在宏观视野中,建成现代化海关是海关管理的目标。该文结合海关的性质、海关管理的基本属性和国际海关现代化发展,从经济学意义上看,海关管理目标可以进一步深化为"进出境贸易安全与便利"。海关管理目标需要阶段性推进,需要转化落实为目标体现的职能形式,再延展到不同职能的推进机制。At present, it is important to research on the objective of customs administration and its promotion in phases. In macro--views, it is a national logic that the objective of customs administration is to build modernized customs. This paper analyzes the nature of customs, the basic characters of customs and the development of international customs modernization. On the base, it puts forward that the objective of customs administration can be prescribed as trade security and trade facilitation in economics. At last, this paper demonstrates the objective of customs administration, different functions and promoting mechanism in different phases.
