水电工程移民前期补偿中的问题研究——基于金沙江下游四大梯级电站移民案例分析

摘　　要：现行水电工程移民前期补偿包括土地补偿、安置补助、地上附着物和青苗等补偿,而这些补偿势必涉及到实物指标调查,实物指标调查是制定移民安置规划和前期补偿的依据和前提。由此,《金沙江水电工程移民问题研究》课题组对水电工程移民前期补偿中的实物指标调查、补偿标准、移民意愿、移民参与和移民安置实施等诸多问题进行了调研,提出了相应的建议和策略。The active pre-compensation for the hydropower resettlement include land compensation, resettlement compensation and compensation for the fixtures and young crops, etc. on the land. All the compensations are bound to involve the physical index survey, which is the basis and prerequisite for working out resettlement plan and carrying out pre-compensation. Thus, the research team ＂Researches on the Problems of the Migration of the Jinsha River Hydropower Project＂ launches the investigations and researches on the problems such as the physical index survey of the pre-compensation for the hydropower resettlement, the compensation standards, the migrants＇ intentions and inclinations, the participation modes of the migrants and the implementation of the resettlement, and put forward some relevant suggestions and strategies.
